Answer:

Assalamu 'alaykum warahmatullahi wa barakatuh
Before I answer the law for a Muslim headscarves but still dressed in tight, first I mentioned criteria and appropriate Islamic dress shari'ah.

Among the criteria for Islamic dress (clothing taqwa) for Muslim women is:

1. Covering the entire body, other than those excluded.

(Check the translation of the Quran surah Al Ahzab: 59 and AN Nur: 31).
Then all members of the body for Muslim women is aurot and must be covered, except the face and both hands for not including aurot, but wear gloves and a veil is better because of his legal afdholiyah sunna (the principal).

2. The fabric should be thick, not thin (transparent)

Because it is said to cover the nakedness could not happen except with a thick cloth. This is as in a hadith, "At the end of my Ummah there will be women who are clothed yet naked essence, above their heads like a camel hump there, Curse them because they actually are women that accursed" (HR Thabarani, Hadith Shohih) .

And in another narration added:
"They will not enter heaven, and also will not get the smell of Paradise though its smell could smell it from traveling very far" (Muslim).

It means a woman who wore clothes with the fabric still looks thin and nakedness (transparent). Because the fabric is so thin in fact she was dressed but naked, who received threats that hadith.

3. Should be loose, not tight so it does not describe anything from his body.

Because if his clothes tight though thick, then the clothes were still gives shape or curves. Thus, women should wear clothing that is thick and loose and not tight.

4. Unscented and perfume.

It is based on the hadith of Abu Musa Al shohih Ash'ari said: Messenger of Allah said:
"Those women who wear perfume, and then he passed the men so that they get the scent, then he is the adulterer". (Reported by Nasa'i, Tirmidhi, Abu Dawud, Ahmad, etc.)

Because it would be a means of slander and invite someone to commit adultery to him (to arouse lust) and also in the hadith of Abu Hurairoh, Messenger of Allah said:
"If a woman out to the mosque while he was wearing a fragrance that smelled the smell, then God will not accept the prayer, so he went home and bath (keep praying)." (Reported by al Bayhaqi, Ibn Khuzaimah in his shohih and classed as saheeh Shaykh Albani).

5. Not resemble men's clothing

Because the Prophet cursed men who wear women's clothing and women who wear men's clothing (Abu Dawud, Ibn Majah, and Ahmad al-Hakim and the hadith shohih).

6. Not resemble the clothing of women infidels

Because it will drag the culprit to emulate fashion models and fashion-pagans in the dress also in adabnya. And also the form of donations to them because he had to preserve and spread their culture and their disbelief.

Messenger of Allah said, "Whoever imitates a people then he's one of those people are". (Reported by Ahmad Hasan his sanad). And also another hadith the Prophet, "Whoever dressed infidels (priests, monks, etc.) or resembles them then he is not among golonganku". (HRThabrani, this hadith does not matter if dhoif but as a martyr / amplifier).

And many more hadiths that forbid to tasyabuh (resembling the unbelievers) either in dress, ornate, worship, etc.).

7. Not clothes to seek popularity (fame) is the clothes that used with the aim to achieve fame in the society which is usually used to take pride in pompous and arrogant attitude.

Messenger of Allah said, "Whoever dressed to seek fame in the world, Allah will disgrace dressed in the Day of Resurrection and then burn it with fire of hell" (Abu Dawud, Ibn Majah with a hasan chain of transmission).

Nor is the clothing apparel jewelry (jewelry) are usually used to attract the attention of women to men. And since this is also a lot of women go to hell (because when they went out the house with tabarruj) and tabarruj is a woman who appeared jewelry and beauty that should be covered. Because it will arouse passions / lusts of men.

So women are veiled but slinky means he has not been perfect in carrying out its obligations, namely to cover the nakedness and show how weak faith in him.

Truth is there in the Book, and As Sunnah is not because it was trendy or worn most people. Because if you follow most people then you will get lost. Allaah knows best.
